Luis V. Rodriguez, Ph.D., LMSW (retired), is a seasoned psychologist and licensed master social worker who brings decades of experience in mental health, family services, and community advocacy to the Behavioral Health Solutions of South Texas (BHSST) Board. Based in Harlingen, Texas, Dr. Rodriguez dedicated much of his career to Harlingen Consolidated Independent School District (C.I.S.D.), where he provided vital psychological and social work services to youth and families.

He earned his bachelor’s degree from the University of Texas-Pan American in Edinburg, a Master of Science in Social Work from the University of Texas at Arlington, and his Ph.D. in Counseling Psychology from St. Monica’s University.

Throughout his career, Dr. Rodriguez served in key roles with organizations including Child Protective Services, Friendship of Women, Women Together/Mujeres Unidas, Valley AIDS Council, and Valley Baptist Medical Center. His work consistently emphasized the importance of family involvement, empowerment, and community-based prevention strategies.

Now retired from clinical practice, he continues his commitment to behavioral health by contributing his extensive knowledge in resource development, community networking, and collaborative teamwork to BHSST’s mission.
